I don't think that you have to be premium now to change your avatar. However, Sicy mentioned elsewhere that there are still some things being tweaked in regards to who has permission to do what, so it could be a fluke right now that you can't change your avatar. Hopefully, this will get sorted out soon!

Can you go to your User CP and click on Edit Avatar on the left hand side?
I can see that premiums can do this. Perhaps non premiums cant do this. They are still working out the details of premiums and non premium features...

We can, but we can only select the premade avatars thus far.
